I have a Sonos Beam called Living Room and an Echo Dot.

How do I tell Alexa to play music specifically from the Echo Dot or Beam?

"Alexa, play (track/artist/album/station/etc.) in Living Room" will do it. Also, if the Beam is the device doing the listening, you can skip stating the room name.

When I say "Alexa, what time is it?" how does it determine which device speaks? How do I make a specific device respond to my question if it's not a request to play music?

The closest device should answer. There is no way I know of to restrict certain activities to a particular Alexa device.
