Why can my nieghbor play my Sonos speakers from his home without my permission?

Most likely because he has access to your WiFi. Change your router's password.
They are either still connected to your WiFi, or they are connected via Spotify. For the former, change your password and set up a guest network if your router has one. For the latter, clear the Spotify queue and play something else from Spotify. That will kick them off.
