Problem with solder on a ZP90 power board?

I've disassembled my Sonos ZP90 ZonePlayer to replace some capacitors on the power board that I believe are preventing it from powering on. However, when I got inside and inspected the board more closely, I spotted a couple of things I'd like to get some advice on. The red circles show where some solder has bridged between some components. Is this intentional? Would this be enough to stop it working? Can anyone check their power board to see if they have the same? On the left, the three pins are for a TLV43 transistor.

While soldered connections can breakdown with age, new traces will not be created. To me the PC board looks like it could use a cleaning.
