I am a new user setting up a system for my father so he can using Alexa commands to listen to music stored on my mom's computer. (He's very computer-phobic). I can get Alexa to open up the music library and start playing at random, and from there to skip a track. But I can't get it to start playing a particular song or artist.
Even more confusing, if I say, for example, "Alexa, play Warren Zevon," it will start playing Warren Zevon songs that are not in my library. I don't know where this music is coming from! I removed all streaming services.

Faust, if the Amazon account your Alexa is linked to is a prime account then voice commands will work by default against Amazon Prime Music which has a library of 2 million songs.
There has been no word on when or even if Voice Control of Local content will happen. In the meantime you may be fine with the limited Prime Music library or you can pay extra to Amazon for Amazon music unlimited which has 40 million songs to chose from.

Alexa doesn't currently support initiating music from your local library. You can initiate it from the app and then control via voice.
