I have Alexa whisper mode on but it responds loudly. I have tested it on Era 100 and One. It works on One but not Era 100.

I believe the issue you describe is related to, and will be fixed along with, the issue discussed here:
There are no steps you can presently take to get it working - this will take some work on ours' and Amazon’s side of things.
