Will a Sonos Boost help with the strength of connecting a Roam Speaker to a Ray Soundbar with a Ethernet cable for outdoor listening capabilities?
I currently have the Roam connected to the Ray but suffer drop outs when I bring the Roam outdoors

No. Roam uses WiFi only. You will need to find a way to extend your WiFi outside. A WiFi access point, connected to Ethernet, would do the job.
