It depends on the HDMI CEC settings and capabilities of your tv… SVC just initiates a HDMI CEC command via soundbar to turn on the tv.
Check your tv settings, if CEC communication (Anynet) is turned on and if their are special settings for single usecases like turning on the tv.

Sorry to hear of this issue you are having with voice control and your Samsung TV.
What kind of control are you looking for, and which voice assistant are you using?
Please be aware that the only control Sonos can offer (aside from volume) in regards to TV functionality is “TV off” and “TV on”. If you want further control, the TV would need to have built-in functionality of it’s own. For example, if the TV supports Alexa, it is possible that adding Alexa to your Arc (and the TV’s skill to your Alexa app) will allow you to control the TV in more ways than just off or on. If the TV does not have such functionality, further control features will not be possible. Please also note that if the TV does have this functionality, it will also have a microphone of it’s own - you will only want either the TV or the Arc to have Alexa on and listening, not both.
We do provide level 2, and higher, support, though it is generally needed to call in again to receive it.
