Roku Plex plays DD but Netflix does not

My setup:
Roku Ultra 4660 (2018 model) and Samsung UN65KS8000F with Playbar

Roku connected via HDMI to Samsung's TV 'One Connect'

From TV using optical out to Playbar

Samsung states that TV will NOT process 5.1 through an HDMI input.

HOWEVER... When I use Plex on the Roku - I get 5.1 on Sonos!
When I have a DVD player going through HDMI, I also get 5.1 on Sonos.

So it IS passing....

If I use Samsung Netflix App, I get 5,1. But If I use Roku Netflic App, I can only get Stereo. No matter how hard I try!

So:

Is Samsung incorrect when they say TV will not pass 5.1 when the input source is an external HDMI?

Would the Roku Ultra 4640 (2016 Model) have passed 5.1 from netflix?

Does a converter exist that can see ALL types of input and make it into 5.1?

P.S. I had ordered this https://www.amazon.com/gp/product/B07D2CZHP1/ref=oh_aui_detailpage_o01_s00?ie=UTF8&psc=1 and it did not help with Netflix. And made no

You have to be sure its Dolby Digital and not Dolby Digital Plus output from Netflix
Update: I purchased a 2016 Roku Ultra Model 4640 (With the SPDIF built into the Roku) and although I am not using roku's SPDIF connection, I am getting 5.1 from Netflix, HBO Go, and DirecTV Now.

So... Roku 4640 (Firmware 9.0.0 - HDMI to Samsung UN65KS8000F - Optical Cable from TV to SONOS.
