If I buy a Bluetooth device like the Sonos roam. Can I then group it with all my Sonos speakers and use Bluetooth through the Roam itself to play on all the devices? Will that work?

Yes, you can share Bluetooth audio on a Roam by grouping with your other Sonos speakers/rooms.

You can, but that is not surround sound.  Surround sound requires an Amp or Sonos soundbar connected to the TV via optical/HDMI-ARC, and non-portable speakers bonded as L/R surrounds.

I assume they have a Home Theatre setup and that is why they are looking to buy a Roam to share audio with it, as they are unable to Bluetooth directly to the Home Theatre setup, either due to soundbar/surrounds not having Bluetooth or Bluetooth being disabled on surrounds.

Purchasing a Roam is great especially if you want a portable speaker that can also integrate with your Sonos via Bluetooth or WiFi.

However, if you’re not concerned with letting guests connect to your Sonos via their Bluetooth device you have another option. If you are using an iPhone you can Airplay music to any Sonos Airplay capable speaker and group-in other Sonos speakers to play along.
