Sonos move max volume when not on Wi-Fi

Hi

 is the above possible? it seems as though the max volume is applied to the speaker when outside of the Sonos app and Wi-Fi?

It is controlled by phone. 
Defo had the max volume set in the Sonos app which can’t be changed

I think when you use the Move via bluetooth, volume is controlled by your phone. Is that on max?
