I want to output tv sound (via eArc port) to 2 x Sonos One’s as I cannot install a soundbar. Will using a Sonos Amp allow me to do this?

Not really. If you connect the TV to the Amp and then group the Ones with the Amp, you will experience a slight delay from the Ones which will create lip sync issues.
The best option would be to connect the TV to the Amp and use it to power a pair of third-party passive bookshelf speakers.
