I am thinking about buying an Arc soundbar with 2x Sonos 1 speakers for TV.
Instead could I buy an Arc with only 1x Sonos 1 and a Move instead of the second Sonos 1?
Would this work?

You can only use speakers of the same product line as surrounds.
Just a tip: use One SL’s instead of One’s. The only difference is that the microphone on the One is missing on the SL. In a surround set up (except with the Playbar) the microphones on the surrounds aren’t used.
