Is it possible to pair or sync a Sonos Play 1 or 3 to a cable tv system? I live in Ireland. I have Virgin Media. The system does not seem to be able to find my Sonos.

They would pair with a Sonos soundbar as surrounds, yes, if you had two of the same type, but by themselves, no, they could neither be a stereo pair, nor set up as TV speakers.
