can't group / play party mode

Every time I try to group speakers or select all to play party mode, nothing happens.  Nothing changes, even when I select a single speaker and them select party mode, it stays with the same speaker and doesn’t add any speakers

“Party mode”: is that a Sonos function? 
 

How are you trying to group your rooms?

yes its a Sonos option, however when I do that, the garage and penthouse don't group
