Can a Sonos One assigned to the family room play the same music at the same time as the Sonos One in the dining room?

Yes, you can group the 2 rooms together and they will play the same songs in sync.

Is there a special setup for this. Up until now Alexa says she sees another Sonos is playing and asks if I want to chznge to the other Sonos. When I say yes the first Sonos is turned off.

You need to group them using the Sonos app. Alexa does not support grouping yet.
