My sister in law was living in an apartment that provided WIFI for all renters. I could not get her Sonos speakers to work with that setup. She got a mobile hotspot and uses that when she wanted to use her speakers.
Unfortunately, that type is network does not work with Sonos. You will either need to get a mobile hotspot or apply for your own internet service if the apartment complex allows it.
EDIT: I believe once you have the Move setup, you do not need WIFI to use it as a Bluetooth speaker. You may only need a second phone to do this.
