What is the Bluetooth situation with the Roam 2, does it need WiFi set up first and then Bluetooth is usable thereafter, outside of the home? Or does there need to be a continuous WiFi connection

Neither. Bluetooth can be used right out of the box. No need to connect to WIFI first.
