Yes and no. You can connect them to Ethernet and turn off WiFi. However, you need a phone or tablet to set them up. After setup, you can use a PC or Mac to control them, but any configuration after that requires a portable device.

You could connect your portable device to Ethernet via the USB port on it if that is supported.
I run a couple Samsung Android tablets that way. One requires a reboot after connecting the Ethernet dongle to recognize it.
