Can i put sonos arc on 3 inches above floor and 24 inches below TV, I have a fireplace in-between?

You could, but it isn’t recommended. The Sonos Arc should be placed as close to ear level as possible for optimum sound. And I would imagine the 2 ft distance between the Arc and the TV will be pretty noticeable. It will sound like the TV audio is coming from the floor rather than the TV. And any height effect produced by the two upward firing speakers (with Dolby Atmos content) would be diminished because of the distance from the ceiling.
