How to get DTS to play as 5.1 PCM from Windows - PC to TV to ARC (eARC)

Hi guys!

Hope you're doing well and are having great holidays.
I'm taking the time to ask the question since I have looked for a solution many times, sadly without finding an answer for this specific case.
I have my computer (RTX 3080) connected to my Samsung TV (S95B) via HDMI (passthrough) and then to my ARC (via eARC). Sadly, Samsung doesn't support DTS, even passthrough. However, I still get stereo PCM.

I'd like to know which Windows players allow the conversion of DTS to multichannel PCM. I've heard it's quite easy with some Blu-ray players, but with Windows players?
I had a Nvidia Shield Pro with Kodi which was able to transcode - is there anything native on Windows that could do that?

Does Kodi not also decode DTS to Dolby on a PC?
