How can I balance the sound better, when I watch a movie most of the time in an action scene I have to turn down the sound and then I don't hear the dialogues loud enough and vice versa, if I turn up the volume to hear the dialogues then as soon as there is an action scene I have to turn down the sound

Beyond that, complain to the director of the movie, who ultimately has control over those people who made the sound balance choices.

I often use both of those settings myself. Most often ‘Night Sound’ is off, but ‘Speech Enhancement’ is on. There are still movies that I have to fiddle with to be happy.

I’ve turned the Loudness setting off. This has, so far, improved the wild variation in volume that I was previously experiencing.
