Yes. Under the Arc’s settings, go to Surround Audio and you can adjust the surround audio level for both TV and music playback.

Don’t have an Amp but you should be able to. Maybe from the Settings section?
Yes. Under the Arc’s settings, go to Surround Audio and you can adjust the surround audio level for both TV and music playback.
Note that it’s for both speakers at the same time. You can not currently affect the volume of one surround speaker, and not the other.
