The Sonos Amp does not do bluetooth, so can’t be controlled by bluetooth. It can be controlled via WiFi (phone, PC, Mac, IKEA Dirigera remote etc.). I must say I’m a bit puzzled by your question though. You ask if the Amp can be controlled, “without using the Sonos amp for anyone to control”. Can you explain what your use case is.

I’m goin got be using it in a VRBO which will have different guess without them having access to the Sonos app.

Without the Sonos app all you have for controls are the buttons.

Or Voice control, if you have a device in the VRBO that has a microphone. The Sonos Amp itself does not. 

This seems like a real challenge, without the use of a Sonos controller on WiFi.

The Sonos Amp has Airplay2. So, once you’ve set up the Amp using the Sonos app, guests can play music from apple devices. They won’t be able to control/change settings on the Amp, other than volume. 

Of course, if a guest has the Sonos app and physical access to the Amp, they could reset it and have complete control of it.

And if you don’t want guests who do have the sonos app controlling your amp, turn guest access off under Account → Privacy & Security → Guest Access,

Yes, it’s always on for the sonos devices that support it.
