Be sure the One SLs are not paired together as a stereo pair before you try to add them as surrounds. Have you tried connecting your Arc through WiFi?
@Blackfrolic The wifi is still ON in the Arc? Although it is connected thru ethernet, wifi is needed for surround speakers connection.

Thanks for response. They aren’t paired as Stereo and, yes. I tried connecting the Arc through WiFi

Welcome to the Sonos Community, and sorry for the delay.
The diagnostics indicate that one of your speakers (RR) is trying to work on channel 6 while the others are on channel 1. As 6 is a quiet channel there, we’ll use that channel.
Please open the Sonos app on a smartphone or tablet and select Settings » System » Change Sonosnet Channel » 6.
I recommend rebooting all three speakers after this, turning the Arc on first and waiting for a solid white light before turning on the surrounds.
If the Arc will remain wired to ethernet permanently, please remove your WiFi credentials from the system: Settings » System » Network » Networks » Tap the “-” button next to your network name.
