funny, I’m watching Mission Impossible: Fallout on FX….and the sound with the bass on the Wendy’s commercial sounds better than the movie. Some channels just suck

You’re right - different channels are encoded with different levels and quality.
Commercials are always louder, fact. Especially when the commercial is in stereo and your movie is in surround sound - surround sound typically has a higher dynamic range of volume, so there’s more range between quiet and loud. Switch to stereo, and suddenly everything is loud.
Mind you, the sound engineer who mixed the Wendy’s commercial might have just been bass-happy.
