Once you have set the Arc up with Bluetooth turned on, do you always need it on for the sound bar to function properly or can you turn it off on your phone as its connected to the wifi?

You can turn your phone’s Bluetooth off. Heck, you can shut your phone completely off if you wish, as the Arc doesn’t need it to operate.
Note that the Arc doesn’t have Bluetooth, it has Bluetooth Low Energy (BLE) which is used only for setup purposes, like all the newer Sonos devices. The only Sonos that has a Bluetooth receiver for music purposes is the Sonos Move. And while the Move is in Bluetooth mode, it is not part of the greater Sonos ecosystemm.
