Can it be setup like this where it is very close to the TV but sticking out fully?

Sonos recommends 4” between the bottom of the TV and the top of the Arc. However, as long as the TV is not obstructing the up-firing Atmos speakers, it should be OK. Here’s an exploded diagram of the up-firing speakers:
