Hello 

I have an older Play:1 and now I am planning to purchase ARC and ONE to have a surround system. Will the older Play:1 pair with the ARC and the ONE? Or do I need to get two ONE speakers?

All those speakers are compatible with each other, but for surround speakers you need two of the same type.  You might as well save yourself a bit of money by getting One SLs rather than Ones.  Voice control is disabled on surround speakers used with an Arc, so no point paying for this on Ones.

@H.Sula  A further thought…. buying a single Play:1 from eBay would be an alternative - you could use two Play:1s as surrounds with the Arc - I do.
