I am using Sonos Arc and know that Sonos Ace can be connected via a smartphone. However, if I connect another smartphone, can it pair with a separate Sonos Ace so that two people can listen simultaneously using headphones?

Supporting what the other said, the question is about the capability of the sending device, not the headphones or speaker that will be receiving the audio. There are some speakers that can both receive and transmit bluetooth, but Ace is not capable of that.
Randomly, there is tech to broadcast bluetooth to multiple device at the same time, but that seems to require a phone per headphones and isn’t like broadcasting a radio signal.

I don’t think so. Doing so would require the generating device to have two bluetooth antenna, so that it could connect to two Bluetooth receivers at one time.
I think some (but not many!) Android devices have this capability. But I’m fairly certain the Sonos Ace does not share Bluetooth data coming in across a 5Ghz connection with external devices, even another pair of Sonos Ace.
My understanding is that Sonos does, if they haven’t already, intended to allow the use of two Sonos Aces with the same sound bar. I don’t think this involves sharing from Ace to Ace via 5Ghz, but instead having both devices connected to the sound bar. I could be wrong on that, though. I am not a network engineer.

While not with Ace, FYI you can do this with an apple device and 2 AirPods any model (or most Beats). Can also be done with an Apple TV and AirPods.
