I'd say it's a third-party blog. Sonos would not conjecturing over Sonos Might Be Planning For A New Satellite Speaker For Playbar.

The phone number on it also doesn't match Sonos'. My suspicion is that it's a bogus site. Hopefully no one will attempt to use it until it can be eradicated by Sonos legal.

Definitely iffy in not being genuine. At the same time, a lot of effort seems to have been made; to what end is the question.
