I am using Amp to power 2 pairs of outdoor speakers. One pair will be located in the back of the house and the other in the Front. I will be connecting each pair to a single channel on the Amp. Is it safe to use the Balance control to essentially turn off the front speakers while using the back speakers or the other way around?

This shouldn’t be a problem. Be sure to set the Amp to Dual Mono mode with this setup.
