Can the second gen Beam work with a Sony TV that has ARC but not eARC?  If so, are there any issues i should be aware of?

The short answer is ‘Yes’, ARC is fine.

Yes the TV’s HDMI ARC port is fine, as I use a similar setup. The only thing to be aware of is the TV sound output will likely not support Atmos compressed (DD+) and certainly will not support Dolby TrueHD but you should get DD 5.1 surround sound. You can of course get around the limitations of the TV by using an audio extractor. See links below for further reading…
