I have asked this question before but didn’t get an answer. 
 

when my Roam runs out of battery and I plug it in it won’t turn on for like 15min. 
 

is this a flawed design or my speaker is malfunctioning?

That being the case I suggest you call Sonos Tech Support


They want to charge to a minimum level before resuming operation.
