There is a feature by which the Beam can turn on the TV via a voice command, but it should not be doing so without one.
The TV will have a setting relating to the TV powering on when other, connected devices are turned on - you just need to deactivate this setting. I recommend you consult your TV manual for specific instructions - it should be under the HDMI-CEC section. Note that you do not want to disable CEC functions entirely, as that will likely result in loss of audio on the Beam - just the setting relating to the TV’s power.

Are there any other TV inputs? I can imagine Internet disruptions causing this if some device issues a ‘watch TV’ command as the Gateway returns to service. You may need to insert a CEC blocker between the cable box and TV.
