How do I set up an Arc without having an Arc HDMI?

Use the optical audio adapter that came with the Arc.

The adapter takes the Dolby Digital signal that comes through the optical cable from the TV, and modifies it from optical to an HDMI ARC signal that the Arc can interpret.
