Message says Playbar added but may not appear in your system. Tells me to go to finish setup in system settings, starts all over and goes in circles.

I have done the system reset numerous times and goes all the way through the set up and ends with that message. When I open app speaker is not an option to use after doing this I’ve and over. Haven’t used with app since I got a new phone.  Speaker was working (watched a movie) ½ before I decided to install app again.
