When grouped with the Arc, the volume on the One SLs will not be linked to the remote. It is possible to add the Ones to the Arc room as surrounds. First, separate the Ones:

This sounds like you have the One SL’s as a stereo pair rather than surrounds with the Arc.
In the S2 app, go to the room settings for the One SL’s and select “Remove Stereo Pair”
The One SL’s will be put in separate rooms. Then go the Arc’s room settings and select “Add Surrounds”
When the One SL’s are bonded to the Arc as surrounds, the remote volume will adjust all speakers.
