Try unplugging the Arc from power for a couple of minutes. Then plug it back in and try again.

The microphone on any Sonos device cannot be turned on when there’s no voice assistant installed. So that’s the first step you have to do. If you cannot install the assistant, you can’t turn on the microphone.
