I have an ARC and LG C8 connected via the HDMI ARC port. About 6 months ago, the sound started not to come out of the ARC and when I tried to turn up the volume, I received this volume bar at the bottom of the tv with a green music note merged with the bluetooth symbol. 

I disconnected and rebooted everything, some times the problem would fix itself, sometimes nothing would change. I can’t figure out why it’s doing this… I’m in the process of purchasing a new cable to see if that’s the issue.

Has this come up before? Is there any solution beside someone blowing me off and telling me it’s the TV or something else?

Please re-enable WiFi on your Arc - the surrounds need it on to connect directly to your Arc rather than via the router which is slower and will introduce latency. This is not related to the issue reported, but highly advisable. This setting should be left on regardless of the use of an ethernet cable.

As to your TV showing a Bluetooth symbol, the obvious assumption would be that the TV has been paired with a Bluetooth audio device, like a set of headphones/earbuds or a (typically) portable Bluetooth speaker. Disable this link to get sound to your Arc once more. There is nothing the Arc can possibly do to make that symbol appear on your TV, so yes, it is your TV. For what it’s worth, the diagnostics indicate that the Arc sees no audio data coming from the TV - exactly what would be seen if the TV was redirecting the audio elsewhere.
