Can the Sonos AMP generate a phantom center speaker with an “optical” tv signal or is this only possible via HDMI ARC connection?

And any Dolby Digital signal going in to the Amp, no matter what way it is carried, will generate that phantom center channel.

Sonos sells this:

It converts optical to HDMI-ARC.  It is included with the Beam, for the Amp it is exxtra.

Does the phantom speaker also work if the equalizer is set to mono?

Huh? Equalizers aren’t stereo or mono, they merely adjust frequency response. I’m not sure I understand your question.

Ok, its not the EQ setting but the stereo/mono setting. Does the phantom center keep working in mono?

No.  Think about it.  The phantom center is created by the stereo effect.  Without stereo, there is no effect.
