I've had The Frame (2019) TV [QE55LS03RAUXXC] for a couple of years now, and I'm planning to buy the Sonos Arc. Will these two work together? I've read a lot about connectivity issues (such as sound cuts) related to the HDMI eARC function on newer versions of The Frame. However, since my version only supports HDMI ARC (not eARC), will I still experience those sound issues?

To my knowledge, Samsung has resolved their issues with the implementation of ARC/eARC on the Frame, via firmware updates, so it should work fine. You may want to double check by calling Samsung’s CS.
