I have quite an open room with 20ft ceilings.  I was debating getting the Arc, but am a little concerned I won't get near the maximum use out of it.  If I put the bar beneath the TV or on the media cabinet there are shelves on the left and right blocking left/right facing speakers.  And the ceiling is so tall that I think the upward facing speakers wouldn't be useful.  Is it a terrible idea to consider putting the speaker above the TV with a slight angle down?  Or maybe the Arc just isn't the right idea for my room?

That room just isn’t going to be good for atmos audio regardless of the speaker system used.  The Arc is still a really good soundbar though, so if that’s what you want to go with, it’s not a bad option.  for that room and bookshelf though, I might get a Sonos amp instead, as it will play stereo in the front with a simulated center channel.  That would allow you place passive speakers of your choice on top of the bookshelves, maybe angled slightly downward.  Add a sub and rear surround speakers and I don’t think you can do much better for that space.
