Volume down was working then just stopped. Volume up and mute works just fine. Using a TiVo remote. Tried pairing the remote again. Tried power cycling the arc and setting up the tv again.

Since the TiVo remote is also a ‘programmed’ remote, at least where the volume is related, you may need to reprogram it as well, or possibly replace the batteries.
