At power-up the TV and ARC are proving that they both support copy protection and then negotiating a common set of audio and video formats. There may be a “power saving” option for the TV that you can disable — this may or may not improve the situation. Note that inputs to the TV can also encounter power-up delays as they negotiate with the TV and ARC.
