In this setup, should an HDMI switch support ARC to connect both an Apple TV and Nintendo Switch on the input (non-ARC) port?

The HDMI switch will not need to support ARC for your case. ARC stands for Audio Return Channel, and is essentially only going to be used to communicate audio between the TV and Beam. Your ATV and Switch will send audio to the TV through normal HDMI connection.
