Can you enable touch control for just some of the speakers in the same room: i.e., the surround speakers in the home theatre set up?

Go here to disable "Touch Controls" if that's what you want to do. Otherwise they are active out of the box.

And no, the settings apply to all speakers in the “room”.

I just purchased the Sonos One and the touch control for the speaker does not work. 
 

I have enabled / disabled / enabled the setting in the App to no avail. 
 

I have rebooted the system to no avail. 
 

I have sent a diagnostic (1980626322) report. 
 

can you help me get this resolved?

This is a user community rather than Sonos support. You did the right thing submitting the diagnostic but may now be better off calling Sonos Support.
